Need program name

Could someone please tell me what is the name of program used at the bottom of the following screen in attachment. Programs include Tools, Programs, Computer etc.

If you're talking about the icons, they are png files. If you are talking about the background it looks like it has been made transparent and this is an option for the dock configuration. I use Objectdock and have a ton of png's from various searches on the web. Both Objectdock and Rocketdock offer them. I just use mine for drives and recycle bin.

Actually, it looks like Winstep. First you need to download and install Winstep from: WinStep: Desktop Themes and Customizing Windows!
