New window doesn't come at the top

Some windows that are open doesn't get behind the new open windows.
For example I am using Chrome. Now, if I open another browser, or a media player or anything, the Chrome always stays on the top. I have to minimize to see the other windows. The new window doesn't come on the top by its own. This is not with every program. Only certain programs like Chrome and a few others. Also, if I open say Firefox and then open anything else then it works fine, the new window comes on the top.
Using Windows 7 Ultimate.

This is not an uncommon problem with Chrome. You'll have to be specific about the other programs that have this issue. Some "fixes" for Chrome always on top are:

Set the Chrome theme to default

Press Ctrl+N to open a new Chrome window. Close the 1st and use the 2nd.

Choose "Continue where I left off" in settings, and just restart Chrome, all your tabs will come back
