Who is this person "Hacker Fantastic"?

I'm one of those people that has no proof of anything. BUT I have always believed that N.S.A. and other agencies of various governments around the world could do all the listing and hacking as they so desired.
The money that N.S.A. has to work with, I'm sure they got the best hacking tools known to mankind. I don't doubt that other nations also have the same tools.

This Hacker Fantastic just found some old news as far as I can tell.

Am I cynical or isn't this just another plot to get us all off of older versions of Windows and onto 10 where they can read our data anyway and making M$ biggest hackers of the lot?
I have been waiting for the next step as no one gives away the tens of millions they did handing out a free W10 OS!
Had to be another way of recouping and even getting a greater return and data utilization just has to be it.
Maybe got fed up with many resisting, many more than they modeled I bet!

For an average Windows 7 system with an unknown patch level, I assume just running the May 2017 rollup (KB4019264) should be sufficient to get it up to date to be safe to follow up with a Windows Update check?

Trying to remote help someone over here.

Yes, that will be sufficient. The full monthly rollups are cumulative and include security and non-security patches from prior rollups. If someone has been patching the security-only rollups, they would need to do each month's patch individually (March 2017 security-only rollup KB4012212 contains the fix for the ransomware's exploit).
