OEM PC blackscreen/white cursor restart problem!

Hi All,
Long time reader, first time poster.

I have recently built a PC for my dad out of spare parts and new parts for him to do basic office work on. Here are the specs:

CPU: i5 4460
GPU: GTX 660
PSU: Corsair CX500
HDD: N/A
SSD: Samsung SSD 850 EVO
Mobo: Gigabyte Z94P-D3
RAM: Corsair 1666Mhz Single stick of 4Gb

peripherals are basic USB mouse/kb I found lying around, bluray disc drive & 23" monitor.

What i having problems with is as follows; (Ill start from the beginning) The system can successfully install Win 7 64bit Home Premium, and boot into fine the first time. After this, the system seems to forget how to restart properly. If i use the normal method of restarting the PC, (i.e through the start menu) the system shuts down fine, but then lingers when starting up again. I suspected it wasnt posting once the boot up sequence starting again and this was proven right when i installed a speaker. There is no post beep signifying everything is fine. (this post beep is present when i power the machine on initially) A black screen, with a single white cursor is shown in the upper left corner of the screen for about 5-10 seconds once the PC is said to be restarting. The white cursor will disappear after the 5-10 seconds and I am left with the black screen. Nothing will happen for up to 5 minutes, where the system will attempt to restart again. Sometimes the system posts after all that time, but often not. I have been through a lot of settings and methods but im at the end of my knowledge of this issue.

A few things i have tried:
I have tried a different SSD. I RMA'd the one i did have, and got a new one. Still the issue remains.
I have tried a HDD. Still the issue remains.
I have tried running it without the Disc drive. Still the issue remains.
I have tried other GPU's. Still the issue remains.
I have tried installing a different version of windows. Windows 7 64/32 bit Pro. Still the issue remains.

(I see a lot of other posts around asking if the OP has a legit version of windows. So i thought its best to put it in here before anyone asks. YES. my version of windows is legit.)

Id like to change out the CPU and/or mobo but that's not really an options seeing as the grace period for these have expired. So if i were to do that, it would be buying brand new hardware pieces without the guarantee that its going to work.

Have any of you guys experienced this sort of thing? And how did you sort it? Or maybe you can stop any errors in my hardware choices. Hopefully its a simple as that.

Well; even though I know you dont want to shell out for a new system board; you may have to; especially if you have already tried switching drives and tried installing different versions of windows. Since you have already tried those; at this point i would say it almost has to be the system board. As for the part where you say it wont be guaranteed to work with a new system board and cpu; on the contrary i think that should surely fix the issue because the system board is the heart of the system as its what all the onboard devices connect to and is what has the ports etc for peripherals such as printers, keyboards, etc to connect to. I would honestly start looking at your options for a new board at this point and cpu as well because it is quite possible for the cpu to be bad as well as when i first built my current system that im using now the first cpu i bought went bad just before the warranty period went out so the maker of it replaced it.

Also have a pretty bad speaker setup which is a klipsch promedia 5.1 surround speaker setup with huge subwoofer and lg blu ray player/writer. Also a hp officejet pro 8600 plus wireless all in one and a logitech s7500 webcam.
