Open in new window, not tabs

Everywhere I look people are moaning that links open in windows not tabs but I've the opposite problem. I enter competitions from a specialist portal which lists them. I want to open several of the links in separate windows at a time but they are coming up in tabs. I've found the tabbed browsing settings and the box is ticked to open links in a new window but I still find them opening tabs.

Right click on the links and select open in new window.

If using Internet explorer ?
Try unchecking let internet explorer decide how to open popups on the section above the bottom options,
