Home LAN through Linksys hub to 4 port and wireless switch/router. Networked HP 2600n. Wife's computer running Windows 7, and spare laptop running Ubuntu "Karmic Kola" (9.10).
Whenever I try to apply your themes nothing happens.
I am assuming I need some third party program to apply them properly?

You will first need to patch some system files in order to apply custom themes. Use Universal Theme Patcher, then make sure that you copy the theme to c:/windows/resources/themes. Get the theme patcher -=> here
