I always use Paint Shop Pro and I love it... you can open and edit PS files too...

what about magix xtreme photo designer ?
Programs like this can be fun to use, and do not require a huge learning curve. Not in the same class as paint.net or photoshop. The price is right.

Set a restore point, install, play. Evaluate. Restore system or continue using.
 
Another vote for paintshop pro.
(Currently use V8)

Its much less overbearing that photoshop.. Plus there is one feature that keeps me from using photoshop (I have it..but rarely use it).
And that is...UN-ERASING VIA RIGHT MOUSE CLICK. Hold down the right mouse button and you can un-erase vs having to ctrl-z and alt+ctrl+z in photo shop. (Unless of course you can set it to act this way in PS..but I havent found it)
This lil interface feature alone makes life soooo much easier.

I use Paint Shop Pro, and have for many years.

question: how do I can my right click menu for a JPG? when I click EDIT, I don't want Paint to come up,
I want Paint Shop Pro to be the default Edit.

what editing work do you want to do ?

I'm not a professional photo editor, but I do portraits, and I'd love to enhance portraits by using photo face editor to beautify faces and clear blurry photos, and add special photo effect. For me, it's the best considering the function and price. :p

The extremely demanding (or very wealthy) may still opt for Photoshop, and there's no doubt it's a great program. But if your finances won't stretch that, though, don't worry, there are some excellent free tools around.PhoXo, PhotoScape and Gimp are the best softwares other then CS4.

Actually Adobe are up to CS6. Many people seem to find Lightroom 4 with some plugins good especially if you need to manage a decent sized photo database.
It really depends on your needs. I've always used Photoshop elements (currently using PSE 9 although 11 is the latest) because it is good value for money and uses the same CS engine with some facilities inaccessible.
I also use Faststone Image Viewer (4.8 - free) as a viewer because I don't like PSE Organizer. Although I don't use Faststone for editing it's quite good for basic stuff - level adjustments, colour saturation etc.
Gimp is the defacto free CSx but it has a bit of a learning curve.

I think you can pick PSE 11 up for ~$100 or less. What is important is there are many books on how to use it and it has a pretty good RAW plugin. Pick up the book by Scott Kelby and Matt Kloskowski along with the PSE manual (free PDF) and you are flying.
