Problem with GTA IV on Windows 7 64 bit

well, I don't know if it is the graphics card itself, or it's the game. I'm running way better specs than my friend, and I played the game on his and I got 23.67 FPS on his with the same configuration as my computer. I still get up to 14 FPS on mine.

Anyways, this is the best I can get right now, so when I get the extra money, I'll get me another graphics card that is more expensive and worth to game with.

My friend and I found out that the graphics card I have, after doing research, that ATI said the graphics is and is not a gaming graphics card.

They said that is it optimized to give the best gaming graphics, and said that it doesn't give the best performance for gaming. So I guess that it is not made for gaming. I'm going to the store today to look at graphics cards at best buy, and I will have my parents get me a new graphics card, Specifically for gaming, for my b-day.
