Program to ban a pc leeching off network

Hi, I can't get into the Belkin routers settings page to secure the network so I was wondering if anyone knew of a program that can detect pcs on a network and block an address. Can be freeware or bought. Thanks guys.

Wireless Network Watcher will tell you if someone is hitchhiking on your network but you will have to be able to get into your router's settings and change the passwords to boot the bugger off.
