What is the purpose of a sofware program trying to change the Proxy Bypass on Internet settings? Is it malicious?

What is the purpose of a sofware program trying to change the Proxy Bypass on Internet settings? Is it malicious?

We need a lot more information like what malware app are you running, whats the name of the app, what does it try to change the settings to, etc, etc.

I would start by downloading Malwarebytes and running it.

I am totally unfamiliar with Outpost but I can see no reason it is trying to change proxy settings. I would again suggest you run Malwarebytes.
