Question About a Custom Windows7 Button

I just got windows 7 3 days ago, made a custom start button and had a question about a transparent "dead zone" or maybe its more like an "active zone" around it when i scroll over the button. Is there a way to fix this do i have to just deal with it. I tried to get a picture of it but its hard to print screen and scroll over to see it, the button is on the top left and its the small icon version of the toolbar if that helps. Also the icon set is 54x162 like it suppose to be i just made the images themselves little because i didn't like how the original hung over the taskbar edge. Thanks in advance for any advice.
