Solved Radeon 7950 Choppy in games/low fps?

I see no problems with BF3. Consistent 99% GPU usage which is what it's supposed to be. Temps at max load are also good. My conclusion is that some games aren't optimized to take advantage of the 7950. Lowering graphics settings only results to being CPU bottlenecked since there's not much anything for the GPU to process.
