Honestly I don't know if this could actually work in safe mode, but I do think it is worth a try.

I did some research on Google and someone suggested copying the dmp file to a document folder and then doing it. STILL, it will only work in Explorer, not in Salamander. WTF is with these files? Should be here now.

These files are Windows created files for troubleshooting. Thus these files are a little protected as are all Windows files, in case they get deleted you may need to reinstall Windows. To protect you from it they protect the files.
This is why it is a little difficult to actually do something with the files.

I'm sure I saw a Dell pc yesterday, but can't recall who it was..
Anyway, please check link below for driver updates.
I suggest to check your network adapters in device manager to find out what device exactly needs updating.
