Right to left and complex languages, differences between xp and 7

I have an issue that relates to Right to left and complex languages, This problem did present in windows XP also but is fixed by deselecting "Install files for complex script and right-to-left languages"

There does not seem to be a similar option that fixes it in windows 7.
Does anyone have a clear understanding about the differences in this regard between xp and 7?

It looks as though 7 made the move to have the language options baked into the os?

To view "right to left" language on your computer you need to have Windows 7 language pack installed on your computer. Windows 7 language packs are available for computers that are running Windows 7 Ultimate or Windows 7 Enterprise edition.

Firstly, verify the Edition of Windows 7 installed on your computer. To verify the edition of Windows 7 follow the steps below:

1. Click on Start.
2. Right click on Computer and click on Properties.
3. Under system information verify the edition of Windows 7 installed on your computer.
