ripping an iso off dvd, skipping files that cant read + save the list?

I have a damaged windows 7 install disk. It is ok for 99% of the files, but some apparently can not be read.
I was wondering if I could reconstruct the damaged disk. As in rip the iso into files, get a list of unreadable files, replace the few files that are defective, then recreate a bootable install disk.

Is there a program that can copy files, skipping files that can not be read, then give you the names of the damaged files?

Is there a program that can create a boot disk iso from a directory?

I had the disk in the drive, and tipped the computer over, the disc wobbled in the drive and the edge got scored. So I polished the disc and it can read again but not all the files.

I turned on to view hidden files-folders.
I copied each folder manually into a new directory.
The only folder which had failures was $OEM$, various bmp, jpg, files could not be copied. So I skipped over each one, maybe 25 files. they must be at the edge of the disc where it got scraped.
These files are related to various OEM machine pictures, like backgrounds.

So then I read Imageburn can take a folder of files and create a bootable iso on a dvd, so later on I can try that.
MS no longer allows a download of windows 7, they were pulled Jan 2015.
Anyone have a 40mb folder called $OEM$ they could post somewhere? the disc is a win7 ultimate disc.
Alternatively is there a win7 download still around somewhere?

Other thing is maybe this $OEM$ folder I can fix.

I did find this win7 download, maybe the $OEM$ in there will work better than trying to fix mine

$OEM$ is vendor (OEM) specific and Windows Edition ( like Ultimate, Professional etc.,) specific and therefore cannot generally be substituted unless it comes from the same vendor (OEM) and same Windows edition Install disk. You are advised to get the OEM Installation Disk from your OEM.
