Serious Issue installing .net 3.5 Framework SP1

I have tried EVERYTHING. First of all, I can't get the "Turn Windows On or Off" to populate (it always shows a blank screen). I did the Ready Update Install, deleted registry KB lines that that did not fix, I've tried to instal the .net 3.5. Of course, it won't install until I can go into Turn Windows On or Off, so I'm totally not wanting to system restore.

This is a new PC build from 3 weeks ago. I haven't been able to get .net 3.5 on there ever since because Turn Windows On or Off is always blank!!! I've tried every known fix to this!!!

I have deleted all those registry keys that don't have Fixed after them. It was tedious, but it's now done. Still can't see anything in the Turn Windows Off or On prompt
