I think it's as you said, optional. Meaning they're junk and you don't need them. In fact, if you want to keep telemetry crap at bay then turn off the Windows Update service. There are no more fixes, patches, etc so the update service can be turned off.

I've never used this and you are advised to do a full hard drive clone or create a system restore point prior to using it.

So, is there no way to update Win-7 to SHA-2?

The answer to this is "No action required" regarding Windows 7 SP1. The August 2020 SHA-1 retirement activities do in no way affect Windows 7 SP1. No changes whatsoever have occurred on August 3rd, 2020.
