Shogun 2 Total War - Game explorer verification problem

Hi all,
this is my first post after bit of lurking :)

Hope the forum section is right as well!

I have a problem with Shogun 2, a game I used to play some months ago witouth problems. Now I have downloaded it again (from STEAM), re-installed it and no matter what I've tried I always get this error whenever I try to start the game:

"IGameExplorer could not verify access. Total War: SHOGUN 2 will now exit".

I've tried veryfing game data, running as administrator and compatibility mode (i'm on Win7 64), installing c++ libraries, and other stuff I've found googling this problem, including the procedure to add this game to GEF, as written on this forum (also, gratz to whoever made that guide!)

Nothing seems to have worked for me, but I am willing to try again if someone could help me!

Parental Control issue possibly?

Try uninstalling the game and re-install on an account with full Admin rights.

Hello,
I have already installed in on my main account which has full admin rights.

I have created a secondary "standard" account, but for some reason, Windows is having problems in adding parental controls to it, and it says "Impossible modify settings for parental controls. If the problem persists, check with the Administrator of the system"... not sure if this has something to do with my problem?
