Should I configure my firewall to block all connections on public netw

The title pretty much explains itself, I like to keep my laptop safe in public networks.
There is an option to block all connections, even if it is allowed in the firewall.
Should I use this option, and how aggressive is it at blocking connections?

Blocking all connections will not let you connect to the net.

Blocking all connections will not let you connect to the net.

Seems that the option is only blocking incoming connections, that is how I like it.
