The start button is around somewhere in the Customization forums; look there for it.
The Clock, CPU, Calender, etc.. is Rainmeter. You won't get that same look just from downloading that, but it does the same thing.

As I said, Rainmeter. You can look around the internet for themes that will work on it. Deviantart would be a good place to start after you get Rainmeter.
