Smart scrolling gone

I think "smart scrolling" is the right term. My laptop's touchpad has a vertical and a horizontal line that can be used to scroll up and down, or side to side, on webpages by dragging a finger across them. After replacing Vista with Win 7 this functionality disappeared. Does anybody know what settings to use to restore it? Thanks.

Sounds like a driver issue. I don't see Win7 drivers for your laptop on Dell.com, but have you tried the Vista 32-bit one for Touchpad / Pointing stick? I know you already had Vista installed but try it anyway: Drivers & Downloads
