Can you have both Steam and Origin on a computer? Do they possibly conflict with each other or not?

Yes and no they don't conflict each other. I have both installed before and it's fine.

I have mine running most of the time, but origin is a resource hog, I can't even play a youtube video on origin because it's so slow.

They work together on a machine no problem, best to run one at a time , I can't imagine any situation where you'd be playing an origin game at the same time as a steam one.
Steam is definitely the superior platform, Origin is used only for battlefield 3 personally.

I regularly play BF4 in Windowed Mode with Football Manager minimised to Taskbar.

You can have Steam, Origin, Uplay or any other game clients together and they won't conflict with each other at all even if you have logged in all of the clients at the same time.
