Switching Keyboard settings (russian and english) do not stay

Im setting up a computer for a family that is Russian and English speaking.

I have installed the Russian keyboard under region and language settings. I can set either to default.

The problem is, when I do shift+alt to switch to Russian, it always changes back to English when clicking on a new window. I assume that is by design as English is default.

What I want is NO default. If someone switches it to Russian I want it to STAY in russian no matter what window they are in, and vise versa for English.

Can this be done?

I've noticed this problem in windows 7 my self,
One work around this is to click with mouse into notepad (or browser's address bar for example or any other writable field) and then switch to another keyboard language by using your mouse cursor and language bar located bottom-right on task bar, after that type something on your keyboard to make this language permanent until next change.
if doesn't work try to repeat this process few times, the point is to type something wright after keyboard language is switched.

Thanks for the reply, but I dont see how this is a workaround. Windows resets the language based on the default regardless of where you last were. (I believe defaults can even be assigned application based, but this wouldnt help as they will be using the same apps in both languages.)
