taskbar disappears after exiting fullscreen/stops overlaying

ive been trying to figure out why the taskbar stops overlaying after exiting full screen it does this with every program i use even vlc player, and it does this with every computer i own intel and amd pc's even with new fully updated installs of windows 7. any suggestions?

i prefer using the auto-hide function and the small icon.
only way to get the taskbar back is by clicking on the desktop then its back to overlaying

That is the way it is supposed to work, as you say it does it on all the PC's you own.

I prefer to have the Task Bar locked, but it is a matter of choice.

i mean like on youtube theres small player, theater mode, and then full screen, i go fullscreen and then close fullscreen i lose immediate access of the taskbar after exiting fullscreen i cant slide my cursor down to bring up the taskbar but its behind chrome soo i have to make chrome a small window or minimize then click on the desktop or i wont have access to the taskbar
