TF2: The Game Runs me with "Chokes"

Hello , Sorry if my english is bad.

This happens. Everytime i run the game (only TF2). The game starts to "freezing" everytime , every second.
And i don't know why. The Configs in the game are just normal, things to set in low. Etc, etc.

My pc recently was formatted and i have to install all again (drivers , games, etc ,etc.)
(Before THIS, that "freezing" never happens me before.)

Solutions? , please....

My settings:

processor: Amd athlom (tm) X2 dual core processor 3250e
Ram: 2 GB
Graphics card: ATI Radeon 3200 HD
Windows 7 Ultimate 32 Bits

Normal Situation with an F2P game with lots of items. But try as GokAy suggested, but the chances are 20/50 since that game runs horribly even on a quad core system.
