Try the BIOS again -- although you have set the clock in the Bios -- see if there is another setting somewhere like OFFSET to GMT. It might be in one of the special settings etc.
Another thing to do is open up your machine and REMOVE the CMOS battery for say 30 mins -- go for a walk, kick the dog, have a beer etc and the re-boot --you'll have to re-input date / time etc etc.
If it still doesn't work -- you are unlucky -- you got a computer from a shipment destined for Planet Mars. -- If it's a laptop take it to one of those places where they "Unlock Phones" - they should be able to sort this out for you.
