Thumbnail Image Blank

As per attached image - In the Windows delete-confirm dialogue box the thumbnail image used to display content (as can be seen in the folder file behind), but now displays this generic/blank. How to fix? Please do not suggest system restore as this began awhile back and am only now seeking a solution.

The thumbnail in dialogue boxes has always been weird and unpredictable on my PC.

If I copy an image to a folder where there is another copy, the dialogue box often shows an image for one option and the program icon for the other option.
