Tutorial 3101 taskbar-always-top-enable-disable

Tutorial # 3101 (taskbar-always-top-enable-disable) has been removed, I'm guessing because it no longer worked on RTM.
I'd like to get a look at this fix, to see if I can enhance it with an installed service or boot program, to fix what MS broke here. Can someone please email me tutorial 3101, or direct me to a retired tutorial location here in the forum? ([email protected])

I'm sorry, but it has been permanently removed so there is no copy of it left. I tried, but there was no option to get it to work again that I coud find. It was a setting in Group Policy. :(

Did you find a link for it on the site somewhere? If so could you post back a link to where this link was at so that I can remove it?
