Unmaximizing window by dragging taskbar (Ubuntu-like behavior)

Hello everyone. Recently, I've been using Ubuntu on my laptop and I've gotten used to it's topbar in the way that it unmaximizes the window just by dragging from it. So, is there a tweak that can make this possible in Windows 7? Thanks.

I'm not sure why it does not work that way for you.
