Update made comp. lock for some minutes at turnng on (can't uninstall)

Hello!

Can someone help please, how to uninstall a "montlhy rollup" pack update. If it's possible?

It appears on the history on the Windows Update window.
It doesn't appear on the list on the Control Panel in Installed Updates.

I'm facing this same problem reported here:
Event ID 7011 WerSvc, and Random PC/Software Lock ups for 30 - Microsoft Community

There is no solution.
And that user thinks it's because of the Error Events in the log, but it's, not as the same errors are there in dates before this update.
Also it's not related to the software he claims, it's more likely to be the update.
(The lock time coincides with the events 7011, but there are more events 7011 before the update)

The computer locks for some minutes and I can switch the caps lock on the keyboard, the light keeps working, same for the connection light and mousepad thingy. After some minutes several task manager windows opens at the same time if I try to open them, or explorer windows, or the ctrl+alt+del screen. But nothing is clickable for some minutes. Everytime the computer is restarded this happens.

The issue started after this monthly pack named: KB4516048
September 24, 2019—KB4516048 (Preview of Monthly Rollup)

At first, both the optional monthly pack (KB4516048) and the recommended monthly pack (KB4516065) were failing to install.
So I've installed the file number 1 needed in the description of KB4516065:
1.The March 12, 2019 servicing stack update (SSU) (KB4490628). To get the standalone package for this SSU, search for it in the Microsoft Update Catalog.
The number 2 (2.The latest SHA-2 update KB4474419) was already installed and searchable in control panel.

After installing KB4490628, then the monthly pack KB4516065 was succesfully installed, then I've installed the optional KB4516048.
Then I'm facing this issue everytime the computer is turned on.

Please help.

Dism++. Might be best to run it from booted media.

Is there a way to track what is causing the freeze?

It freezes for some five minutes.

I did used that but on the different Windows it opens when turning on the computer, I can't see any updates, or the programs installed. So I don't know how I can remove the updates.
There is a dism++ icon on the desktop but clicking it it doesn't do anything.

I've tried restoring the system to before these updates (updates were disabled for a month before the weekend) but the freeze continues.
The system restore claimed to have failed, but the updates were removed and even things like the volume level or the list of recent programs opened were restored, so maybe the system restore error was wrong. It also offers the option to undo the restore (that supposedly failed).

I do't know what to do. Any suggestions?
Maybe uninstalling something like norton security or doing more system restores?
I'm trying to avoid another windows installation from scratch.
