One difference between a computer verses a phone is prepackage software from the manufacture commonly know as junkware,
If ie11 is slow there's usually a good reason why,
The hard part is finding out what,
Another reason the phone might be faster is Security,
What Security is installed on the "Notebook" verses the phone ?
There's some great things to try here so run down the list by the time you finish I'm sure you'll find out what the issues are as to why ie11 is slow,
