When trying to install the "installable" version, with the Repair/Install option, I am presented with a phantom, custom folder install relative to a previous installation. The folder does not exist anymore. It cannot be changed.

I have done numerous uninstall attemps with Revo Uninstaller's most agressive modes, followed by reinstalls.

I have deleted manually some VeraCrypt related registry keys. Some of them however refuse to let themselves be deleted. Even under my admin account + run as admin. Notably :

HKEY_LOCAL_MACHINE\SYSTEM\ControlSet003\Enum\Root\LEGACY_VERACRYPT
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\Root\LEGACY_VERACRYPT

Previous installs of "installable" VeraCrypt have not worked, asking for files which were not there.

I tried to "install" the "portable" version and it worked, however it opens the admin user version of Windows Explorer. I have an admin account and a non-admin account, and always work and install software from non-admin. So that's not acceptable.

I'm really at a loss. I don't even understand whether VeraCrypt is portable or not. The "installable" version offers to be "installed" as portable, and the "portable" version comes in an .exe, not in a .zip. However, "installing" it while monitoring with Revo Uninstaller traces a bunch of changed registry keys.

I did not find anything about installation in the documentation.

Thank you for your help.

Solved by myself. A new install of installable version produced an optional install folder, and installed normally.

Apparently, some further scrubbing of the registry under my admin account, and possibly deleting Revo uninstaller's logs, did the trick.
