The flash drive has a drive letter but is unallocated. You can't format a flash drive until it is partitioned. If there is something on the flash drive then it will be lost unless the some recovery program is used.
If you don't care anything about what is on the flash drive then see what options are available in Disk Management. If it says you can delete the existing partition then delete it and create a new one. Once it is given a good partition it will be given a drive letter and can be formatted.
Something that really bothers me is that the size shown is not the 16GB you claim it has. Are you sure it is not a fake or defective flash drive?
If other things are messed up on your computer then you may have to reinstall Windows 7. If you have already done this and things are still messed up then maybe you have a hardware problem.
Here is some examples of what a good 16GB flash drive should look like.
I could not find a way to have it look at the Thumb Drive in question.

To get the Disk Genius to display a Disk, I had to delete it and re-install it.

My IQ went into negative numbers.
The reason Disk Genius could not display the info of the Thumb Drive was because I had removed it.

It looks like the flash drive is actually a 32GB one. Do you want to try to recover any data on it? If so, then it looks like DiskGenius may be able to help with that. However, since I am not that familiar with DiskGenius I suggest you wait for someone with more experience to tell you how to do that.
