Solved Weird internet connection problem

Well my friend is having trouble connecting to the steam servers but not only that he cant connect to chrome either he restarted his modem/router i don't know which one he has. The only thing that works is IE for internet. He tried everything could you guys help

did he try running the wireless troubleshooter or re-installing steam and chrome?
