What could prevent Windows from turning screen off?

Hi!

I noticed in the past few weeks that my laptop doesn't turn display off when I leave it on idle.
My current settings are "dim display after 2 minutes" and "turn display off after 5 minutes"... yet nothing happens even after hours..
I think this is because a certain program overrides the default Windows settings. How could I find out which one?

Belkin Fd7050 n USB using Railink RT2870 drivers, more upto date
I have my USB receiver plugged in (Logitech) for my mouse, but that's never been a problem.
As for software, I use Logitech SetPoint and HwInfo64 (running currently), I don't think these would affect Windows (they don't even have screen-related settings)
