What is the exe that controls System Restore?

I was right, it was Acronis True Image 2016 that caused the problem. But only after I'd ripped it out of my system without a proper uninstall.

Once I'd installed True Image 2017 and and used it to create a backup, System Restore came back to life and I used it to set a restore point.

So, lesson learned: Always take care to properly uninstall Acronis True Image. And maybe any other backup\imaging programs.
