That is peculiar way of putting it. The legal situation is:

the new acquirer of the user licence, such as a customer of
UsedSoft, may, as a lawful acquirer of the corrected and updated copy
of the computer program concerned,download that copy from the copyright holder’s website.

You will notice there is no requirement for the seller of license to provide a copy of the actual software - though is nothing to prevent them from doing so. However, there is a requirement for the copyright holder to do so. The copyright holder is MS.
