Why don't I get the black and white message after restarting the comp

My disk is only allowing me to reinstall on a bootable drive. Why don't I get the black and white message after restarting the computer that I need to hit any key to open up the disk so that I can install on a data only disk. My computer does not recognize my Windows 7 auto function. My boot sequence(CDROM and HD) has been changed several times without correcting the problem. I had a code 39 problem earlier indicated in contol panel and corrected the problem only part way.
In the past I have had two ways to install windows 7 since Oct 08. Something is wrong with my computer. Please help!!!!!

Check the boot sequence in your BIOS and be sure the optical drive is set to be first.

Boot sequence had no effect on it. Notice I said code 39 problem was partially fixed. I could used the disk to play and manually install but I cannot install on a black screen right after restart. There is no inscription asking me to hit a key to start installing. I had to install only when I brought up another win 7 hd.

Are you sure your install media is bootable? If your windows DVD is not bootable you will never see the hit any key prompt. That Microsoft fixit you linked to only affects Windows, it won't fix a BIOS not seeing your bootable media problem.

I need some one to tell me what registry key controls the message that you hit to install Windows 7? My bios has worked well ever since I got Windows 7. The order makes no difference.

If the DVD/CD player is listed first in Bios and the windows Disk is good and the DVD player is good. The below picture automatically comes up.
One of the three previous items I listed is defective or out of order.
There is no registry key. Windows is not operating yet as it is not installed when trying to boot to disk.
Your Bios is in control until the below screen is initiated.
Fix the disk or DVD drive or boot order and it will work. Nothing else is involved. Disk, bios and DVD drive.

Most newer computer provide a Fn key (often F12) you can press during boot to get to a boot device selection menu. From there you should be able to select the DVD drive to boot from.

There is no registry key that controls that. Its not a windows function its a BIOS function. That message only comes up if the BIOS has been set to look for and detects a bootable disk in the optical drive.

I'm not sure how I can say this without upsetting you but you do need to read up on a couple of things. You don't seem to understand that the BIOS and Windows are two totally different environments. The last thing the BIOS does is load the OS from disk. Anything that happens before that is strictly controlled by the BIOS code on the motherboard and its settings. That Microsoft fixit you applied will have absolutely no effect on the BIOS. Editing the windows registry also has no effect on the motherboards BIOS. In Windows, when you insert a DVD or CD, its the autorun function that launches the program on the disk. The disk doesn't have to be bootable for this to happen. Autorun and being bootable are two completely different functions. Now if this is an original Microsoft DVD then it should be bootable. That being said, if you still haven't got it working,it sounds like a BIOS setting problem. This isn't an upgrade version of windows 7 is it? Is the disk clean and scratch free? Is it the original disk and not a copy? Aside from the boot order have a look at some of the other boot options in the BIOS. Stuff like "boot from other device", if you see it as an option enable it. Another option is to reset the BIOS to fail safe defaults. Its not my intension to flame you or insult your intelligence. Nobodies perfect and we all miss stuff from time to time. Please understand that I'm just trying to help you sort it out. :)

The registry doesn't come into play here since Windows isn't running.
