Not in the slightest. Nothinging in the guide will improve performance.
The processor setting, is only for disabling processors for testing.

It even tells you to disable Aero...disabling Aero is the fastest way to reduce performance.

1) The No GUI Boot option forces Windows 7 to avoid displaying the Windows Welcome screen at startup (that shows the animated Windows logo and progress bar). You'll perhaps be able to shave off a few seconds off the boot time, but remember any registry or filesystem repair happens during that portion of the boot, and disabling the video driver for that portion (thats what you are effectively doing) leaves you without any info on whats going on, since you'll miss any important system messages. It's one of those things that can theoretically improve boot speed if the driver is slow to load, but it's just not worth the few seconds you'd save.

One thing beta testers learned, often the hard way: all of the tweaks we used to get better performance from XP and early Vista were gradually made unnecessary in Win7, which is as lean and optimized as an OS can be.

Every day here we help fix problems here caused by tweaking beyond normal system settings. It will always come back to bite you in Win7.

If you have startup or shutdown hangs, study the Performance log on Advanced Tools page to google repeat errors. If you need to edit graphics effects of sliding, fading, dragging intact, etc. it will tell you at the top of the Tools page, where you can also Generate A System Health report that will clue you as to if and how your hardware has weaknesses.
 
I knew those "tweaks" wouldn't do much but I'm just curious since too many people bring them up time to time again...
