Win 7 single user, merging users\All Users, Default User, Public, etc?

My father replaced his Windows 98 machine with a new computer running Windows 7. :party: He's currently on 32-bit ultimate, but we could change versions if needed.

He's really hoping there's some way to force Windows 7 into a single user mode, primarily so C:\users\All Users, Default User, Public, and his own user are merged into one. It's absolutely driving him nuts the way it is.

I've done quite a bit of searching and have came up empty. Before I said it couldn't be done, I'm wondering if anyone's heard of a way to do this.

Just curious, but why does this annoy him so much? Surely it's not that complicated a system and all of his documents etc are stored in the same place, with more or less easy to use shortcuts to these directories placed throughout Windows 7?

"All Users" is just a hardlink to C:\ProgramData. It's a hidden system folder he doesn't even see!! "Default user" is a kind of template for new accounts you create in the future. This is a hidden system folder as well!! hide system and hidden files, easier for him.

HisUserName is specially for him, Public is for all users.
But with libraries in explorer you see both hisusername and public folders. Very easy. Please tell him how it works.
