win 7 to win 10 update problems

I have checked that I have KB3035583 and the GWX folder, I am also on Service Pack 1 , why has the Win10 update Icon still not showing up, I meet all of the requirements for the free update.

I just finished updating the heck out of my windows, so went through several restarts

I wish restarts were the same as complete shut downs but they are not,
Power off,
Wait a few minutes and power on and check the action center list of items,
I'm sure it will eventually come
