Run WinDirStat to get a better idea on what's eating the space. And it may be useful to post the left top quadrant of the WinDirStat output - not the quadrants with the colors top right and bottom.

The Temp folder can be cleaned out using CCleaner

You could get back some space by turning of hibernation .. the file hiberfil.sys will be the same size as your installed ram , so if you don't use it , it's wasted ..
Run this in a Command Prompt .. powercfg -h off .. to turn it off
powercfg -h on to turn it back on

Shadow copies and system restore points are stored in the "System Volume Information folder" located at the root of the drive. Similarly, hibernation file (hiberfil.sys) is located at the root of the drive. So all these will have no impact on the size of the Windows folder which the OP is concerned about.
Clean out your Temp files using CCleaner.
Delete the contents of "C:\WINDOWS\SoftwareDistribution\Download" folder.
