Windows 7 login welcome screen keeps on swirling around

Whenever i try to login to windows 7 the welcome screen ring just swirls round and round forever
I've tried many things that the internet has suggested like:

-wipe and reload (The problem comes back when i finish installing all my software and it runs fine and then it happens randomly on reboots)
- i've installed update patches KB2578159 and KB2526870 but it didn't solve the problem
- i've tried clean boots it didn't solve the porblem it still arised when i got out of safe mode
- I've tried startup repair didn't work either after the reboot
- Sfc \scannow worked temporary for 1 or 2 reboots after that the problem would arise again
- Deleted temp and prefetch doesn't work at all
Any suggested update patches, tools, work around methods and more are greatly appreciated

yes wipe and reload means a clean reinstall
and i've ran sfc /scannow command 10 times for the past day only fixes it temporarily for 1 or 2 reboots
and check disk reported no errors

Ok mate now the machine I am assuming was running not so good before the reinstall?? Plus what media are you using for the clean install?? and how did you prepare the drive for that install. Personally I use DISKPART clean or clean all to do that so that there are no remnants of the previous install to get in the way or corrupt the new install.

yeah the machine had that problem before the reinstall
I prep the installation via a live Windows 8 environment which has minitool partition wizard {YES a live windows 8 environment on a usb stick}
From there i erase the Data on the hard drive by filling the sectors with Zeros
{more about that here: https://www.partitionwizard.com/partitionmagic/wipe-disk.html} and rewrite the MBR
[I leave the partitioning to the windows installer]
