My apologies, I meant LAN cable.
It looks like your on-board ethernet is borked. But you say you are getting "some" data, so I do not understand.
You should be showing some lights at your ethernet port.
Can you get to your router locally through your LAN cable? If you don't know the IP address, ask your ISP.

If I may, I would suggest a BIOS upgrade or at the very least a re-set.
Win 10 uses BIOS to store keys I believe and It is possible that there is an issue there now.

Hey just posting an update, it appears that on Windows 7 whenever I install my motherboards Intel lan drivers I instantly lose the ability to download anything so I seem to have pinpointed the problem I just don't know how to solve it.

No actually scratch that, it wasn't the LAN drivers causing it, because the internet downloads stopped again, however I had another idea last night, I formatted my pc and instead of installing windows 7 64 in UEFI boot mode, I simply installed it in normal mode, in other words non-uefi mode, and after getting set up in windows I started downloading things like, graphics drivers, sounds drivers, chipset drivers etc, I have since had no internet downloads slowing or stopping, but is there a way to boot windows in UEFI mode without having this issue. As this only kinda tells me what the issue is and not how to stop it.
