Windows automatically scrolls to the bottom when clicking down arrow

I have a problem that bugs me and is very frustrating that has happened since I first had Windows 7 the year it was released officially (not release candidate) when clicking the down arrow rapidly in any window, the scrolling will scroll all by itself to the very bottom of the page or window! it does this about half way to the bottom of the page or window. I Googled the problem but nothing came up on Google. (just stuff about scrolling up and down automatically, but nothing about it scrolling to the bottom at a high rate of speed automatically) I tried using several different mice all with the same problem

Perhaps I don't understand the question correctly. You state; "when clicking the down arrow rapidly in any window, the scrolling will scroll all by itself to the very bottom of the page or window!" that's appears to be contradictory. Could you please clarify?

I click rapidly on the down arrow and it scrolls down like normal clicking, half way to the bottom, it acts like I hold the mouse button to scroll and goes to the bottom really fast
