I see this sort of request for windows (and other OS's ), to provide support for "This and that" function natively. The problem with this is that there are so many requests that including them all would make windows that bloated it would be unusable.
Now the fact that windows is such a popular system, (User counts in the billions), does mean that a special feature is of use to a large enough group to make it viable for a third party to design a solution, this may be as an addon for Windows (as the software patch discussed above), or it could be a specific software application.
I have two major needs to catalogue Digital media information - My personal photography archive and my Personal Music and Movie collection,
I use Lightroom to catalogue my images, (currently 28600 RAW digital Negatives) and Mediamonkey for Video and Music. Mediamonkey interacts with any tags and other data that is included in Windows but it supports many more tags and more data than the OS - It also has a number of add-ons written by users that may allow Pseudo support for special tags - One issue with tagging of Flac is that some of the standards do not actually exist yet so it's difficult for any developer to support everything.
Although I use the Windows file manager for "Quick and Dirty" searches and manipulation of my Media Data If I intend to do any serious work I fire up Lightroom or Mediamonkey and work within the expanded limits.
It may be worthwhile taking a look at Mediamonkey for your needs - It's free - with a paid for Gold version that adds some more powerful options for automation - It's designed for managing serious music collections (some users are using it for 100000 files plus, Mine is a more manageable 37½ thousand)
