Is the window maximized ?
Do you have any other programs to play it on ?
What aspect ratio is the film, 2:40 to 1, 1:85 to 1, Fullscreen ?

This is a problem with Windows DVD maker which apparently they never fixed. The solution is a workaround which is kind of a PIA, but if you want to take advantage of the nice menus it generates, this is what you need to do.

You need to open Windows Live Movie maker, set the aspect ratio there (4:3 or 16:9) & save it to DVD. It'll go about it's thing saving it as a project (it takes some time), then it will open Windows DVD Maker & you can choose/customize the menu. Then click to burn which will also take some time, but you will have the proper aspect ratio doing it this way.

(C'mon MS, this problems been around since Vista, issue a fix already!)
