It seems like that the windows installed on your PC is not genuine, it is pirated. You can check with the vendor who installed/sold Win 7 DVD on your PC and ask for authenticity.

um that is not always the case. I have seen many Windows 7 machines just randomly give this error.

Hi MACKIE...this is an update (KB971033) from Microsoft which is installed and checks for genuine Windows installation. Once it does not find that, it will stop downloading the updates and you cannot change the wallpapers. These are some primary effects of this error.

@muntazar, you can uninstall this update. But, that is not a genuine way to fix this issue.
