Hello.I am new for this forum.I have a problem when updating windows.

Yes, try this fix:

start regedit
navigate to HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions
rename MachineThrottling to _MachineThrottling

Thank you for your help Limneos. I click the DisabledSessions and renamed as MachineThrottling to _MachineThrottling .problem still continue....
