"Your machine administrator has disabled Teredo locally"

My new Win10 can see my old Win7 on my wired network but the old Win7 cannot see the Win10.

The Win7 network diagnostics gives the above message and adds:
"Contact your machine administrator"

Since I am the only one using my computer and I am the administrator, how do I fix this?

Conversely, is there any setting I should check on the Win10 that might be involved?

Explain you try and connect to the pc how and what then happens ie error message does it ask for user and password?

I have seen the domain for teredo used many times looking at my OpenDNS logs. It appears this is how Windows gets passed the inability to use IPv6 if it's not capable of using it. Go here and click the speaker icon to hear how it's pronounced.
